Favicon to indicate issue status

Similar to the suggestion in #53502 (moved) and to what is expressed in #45239 (closed), https://gitlab.com/gitlab-org/gitlab-ce/issues/35006#note_34822532 and !14497 (merged), it appears useful to have different favicon states for issue tabs, depending on whether they are still open, or already closed.

A small flare of either green or red colour could validate this requirement.

Hmmm interesting. I don't know about this. To me, it slightly dilutes the usefulness of the pipeline status favicons. If you have a bunch of tabs open and see a status icon on every one, it's not immediately clear which are issues and which are MRs.

Additionally, we are currently in the process of revamping our open/closed/merged icons (https://gitlab.com/gitlab-org/gitlab-ce/issues/57672), and seeing them at that small scale layered on the favicon might not be clear what's happening (they're slightly more detailed than just circles).

I agree with Annabel in https://gitlab.com/gitlab-org/gitlab-ce/issues/57963#note_144893684. I don't think we should do this just for issues yet. Unless it is obvious that when looking at a favicon you are looking at an issue or mr or epic.
