Make closed (duplicate) and closed (moved) button a link to target

Problem to solve

When issues are closed because they are moved or duplicated (see related issues), it would be much nicer if you could click on the closed (moved) or closed (duplicated) button to go direct to the replacement issue instead of scrolling down and searching for the link, which can be buried if people have been commenting since the issue was closed.

Target audience

Very broad user base, could be anyone who uses issues

Proposal

• Link to the new issue from the moved part of the Closed badge
• Link should have text-decoration: underline
• Random note- let's add the underline only to the moved text, not including the parentheses. So it should end up looking like the image above
