Failing to transfer a group causes UI expand buttons to lock

Summary

Attempting to transfer a group (where there is a namespace conflict) causes the expand buttons to not respond.

Steps to reproduce

1. Create a group and subgroup
2. Transfer subgroup to root (No parent group) where there is a conflict
3. Attempt to interact with expand/collapse buttons.

Reproduced with both Firefox (65.0) and Chrome (72.0.3626.81)

Reproduced on 11.7.4

What is the expected correct behavior?

Expand buttons should still be functional

Relevant logs and/or screenshots

Doesn't appear to be any errors in browser console logs.
