Migrate legacy uploads (AttachmentUploader)

In https://gitlab.com/gitlab-org/gitlab-ce/issues/50070 we found a problem with some legacy uploads. These were fixed manually (thanks @mkozono).

However in order to remove AttachmentUploader (https://gitlab.com/gitlab-org/gitlab-ce/issues/42446) we need to migrate other files uploaded by this uploader.
