Lock issue when it is moved

Currently, when an issue is “moved”, it is closed and a new one is created in the target project.

Proposal: Automatically lock the now closed issue.

Why? Often times people arrive at a moved issue and don’t realize it and continue the conversation there. And so it defeats the purpose of moving the issue. This change would discourage that behavior because the person arriving at the now closed issue sees it is locked and will take the time to see the system note seeing it was actually moved.
