Start a discussion on binary files

Problem to solve

While you can't have in-line discussions on binary files, there may still be a need to have a discussion around a particular binary file in the MR. While we do support discussions with some binaries (ie, image files), that does seem to be the limit and we should expand that ability to all binary files.

Target audience

Those who build, use, change binary files and need to discuss particulars within the MR.

Proposal

Right now you can start a discussion on images. We should extend that ability to all binaries.
