Improvements to docs about creating documentation

Some further improvements needed

• Alternate redirection method
  • There's no way to determine which one to choose - not enough info. Are there drawbacks of either? How can a novice make the right choice here?
• Cherry-picking from CE to EE
  • Not the best way to name the topic.
  • Can we summarize the different common cases:
  • CE and EE docs already match; they differ but the content edit affects part that Can't most people make changes in CE and if ee_compat_job passes, then they're fine? Can we walk through this in a better way with if/then options, starting with the most common scenario I mentioned above?
