Doesn't hide tooltip

Summary

A little bug in interface. When I hover in comment for issue, show tooltip "More action" and then I click , open popup menu but tooltip doesn't not hide.

Steps to reproduce

For example, issue https://gitlab.com/gitlab-org/gitlab-ee/issues/9139 Hover and click on this place

What is the current bug behavior?

Doesn't hide tooltip when I click on "More tools", because of this I can not read the first item in the menu

What is the expected correct behavior?

When I click on "More tools", the tooltip hides and I can see the menu.
