Add a page about GitLab Flavored Markdown rendering to /help, since examples will be rendered properly there

Problem to solve

The documentation site (docs.gitlab.com) cannot fully render GFM examples https://docs.gitlab.com/ee/user/markdown.html or differ the rendering based on the user's GitLab version, but a page in GitLab itself would be able to do this reliably.

Target audience

All GitLab users.

Proposal

We are planning to remove the GitLab Docs from /help &693 (closed), but some pages would remain:

In addition to the main index page at /help (and any rewrite of that page) and /help/instance_configuration, we can also include a page about GFM; perhaps only examples, while keeping other information in the docs.

Per a suggestion from @smcgivern here &693 (comment 130605285)

What does success look like, and how can we measure that?

Measure outbound links from GitLab docs' GFM page to this new page. Ensure they represent a certain meaningful percentage of visitors to the original GitLab docs GFM page.
