Allow multiple notification email addresses
Problem to solve
As a GitLab user of multiple groups, I would like to configure notifications for multiple email addresses. Currently I can only specify a single notification email address and all notifications (personal and professional) go to the same email.
- When I receive notifications on projects linked to
gitlab-com, I would like to receive emails on my specified email address,**@gitlab.com. - When I receive notifications on personal projects linked to
theoretick, I would like to receive emails on my alternative email address,**@example.com.

As a developer working on personal and professional projects, I want to separate my notifications.

Proposal
A Notification Email should be configurable globally, per group, and per project in descending level of specificity.
What does success look like, and how can we measure that?
Multiple emails should be configurable to receive notifications depending on a specific criteria (per project, per group, etc).
