Display error when user tries to create a cluster on a limited zone
Problem to solve
On our Kubernetes integration, when we hit the quota on a certain GCP zone we're not able to create a cluster. As a result an error message is displayed:
That message is not helpful as it does report what the problem really is.
Proposal
Surface the error to the user about limits being hit on the GCP zone, and that he has to liberate some resources or choose a different zone.
What does success look like, and how can we measure that?
A helpful error message is being displayed.
