The labels managed by the admin panel do not show in new projects

Summary

The labels created by the admin user (/admin/labels) are not displayed in a new project.

It was working well until I upgraded to the version 11.6.0

Steps to reproduce

  1. Create a new project.
  2. Try creating new labels from Issues->Labels or directly from an issue

What is the current bug behavior?

When try to create one of the labels managed from the admin panel, in the new project, it shows the message: Title has already been taken and does not allow to create the label. Nor does it show the label in project labels.

What is the expected correct behavior?

Until I upgraded to the version 11.6, I was able to access all the labels managed by the admin user in a newly created project and I did not have to repeat the same process of creating labels for each new project.
