Custom domains for pages are disabled
Summary
Per the title, a project still shows "Support for domains and certificates is disabled. Ask your system's administrator to enable it." under the Project's Settings -> Pages setting area after documented steps have been taken.
Steps to reproduce
This is with GitLab Community Edition 11.4.5, installed on a VPS with Omnibus.This instance has been working very fine for a couple of years or more now. This issue appears now that we're trying to use the Pages feature.
/etc/gitlab/gitlab.rb contains the following:

Despite this, the option to add a custom domain in any project's setting is marked as not available as mentioned above.

The only thing odd is that go version is marked as unknown. Shouldn't the omnibus package install go as it's needed for the Pages server?
