Email notification template for new comments

• When a new comment is added to an issue, merge request, or epic, an email is sent.
• This issue allows that notification to be template-tized so that an admin can customize certain parts of the notification.
• Parts that can be template-tized:
  • Email subject
  • Email body
• We'd need variables such as username and perhaps timestamp.
