Add emoji picker to comment editor toolbar

Emojis are a popular communication tool in a number of different contexts throughout GitLab. For many users, however, system mechanisms for emoji entry are absent or inconvenient.

The new comment form provides only an autocomplete feature when a user types : at the start of a new word while in many other contexts a drop down menu is provided where users can both search and browse through a selection of available emoji.

Emojis would be easier for many users to use in comments if they could browse emojis to see the available options when they do not know the specific keyword for the emoji they intend.

Proposal

I propose the addition of an emoji insertion menu to the comment edit component.
