Improve Generated Title UX

Problem to solve

When creating an issue from a discussion or creating an MR by cherry picking, the generated title is often missing important information, but I forget to give the issue/MR a title, because at a glance it looks like I have already added it.

Further details

I don't think the generated suggestion can be improved and it my be suitable for some situations, but the UX should communicate that it is a system generated suggestion, not a user entered title.

Proposal

Treat the generated title as a placeholder to indicate that it is the default value, but that it should probably be replaced with a title provided by the user.

What does success look like, and how can we measure that?

A manually typed title should look different than a system suggested title.
