Automattically perform "Start review" when pressing Command-Enter when creating a diff note

Instead of submitting a single comment when performing a default submit when entering a note in a diff we should start a review. I would only do this on a diff note, not on regular comments:

So instead of "Add comment now", the default behaviour should be "Start review".

I think that also complies with the color of the buttons: Green being the default one.
