File tree is not collapsable on per-commit view

Can't collapse file tree on commit view on Merge Request
Steps to reproduce
On a Merge request, choose to view a single commit change.

What is the current bug behavior?
The collapse file tree button is not vissible on per-commit view.
What is the expected correct behavior?
File tree should be able to be collapsable on any diff.
