Add the ability to view the gitlab "upgrade" history
Problem to solve
Consider you updated your local gitlab instance and notice a new regression bug within gitlab after a few weeks. Unfortunately you had been forgotten to note what gitlab version you had been using before and thus only can say "it worked before". To help the gitlab team to troubleshoot the issue, I think it would be helpful to know the current version of the gitlab instance (e.g. https://gitlab.com/help) and the previous installed version(s).

I'm not sure if there is an actual benefit of keeping track of the entire "upgrade history", but IMHO the effort in implementing that would be rather minimal. However, in general I think the normal user wouldn't need to see a full upgrade history and just would need to know the "most recent" and the "current" version. It should be sufficient in most cases to introduce that information into the help page (e.g. https://gitlab.com/help). If considered, the full upgrade history could be only available for the Administrator of the instance.
The benefit of the information is really to gain more information and might allow users to point to a specific version range where X broke that in the end of the day might help to actually pin point the problem to a few commits.
I would not mind if the "history" is only visible to the admin entirely (potentially due to security concerns?), but that might defeat the entire purpose.
Proposal
Add an integrated way to see the gitlab's "upgrade history"
