Adding issues from group/project board is not allowed for project-level users

Summary

A user that has reporting permissions only on the project level is not able to add issues from a group-level issue board. The “+” button is not shown.

Steps to reproduce

Add a group/project structure like this:

• Group
  • Project

Add a group-level issue board and give one member “Guest” permissions on the group level. Also give the same member “Reporter” permissions on the project level.

What is the current bug behavior?

The user will not be able to add issues from the group-level board but is able to do so from the project's issue list.

What is the expected correct behavior?

The user should see the “+” button if he has reporting permissions in at least one of the subgroups and/or projects. Then only the projects with reporting permission should be shown in the project selection.
