Install Group runner on group-level cluster

Problem to solve

Current k8s integration installs a project-level runner. For group-level cluster, the integration will need a group level runner.

Further details

Group level runner will allow multiple projects to leverage it.

Proposal

When installing "runner" app on group level cluster, a group runner should be provisioned.

What does success look like, and how can we measure that?
