Related Gitter discussion section on issuables
Whenever someone includes a link to a GitLab Issue/Merge Request (issuable) in a Gitter message, add it to the "Related Gitter discussion" section on the GitLab issuable.
The UI could be similar to the related issues UI we already have,
crosslink, cross-link, reference, permalink
