Import fails with 13:CreateRepositoryFromBundle: cmd wait failed: exit status 128

Recevied multiple reports about this. When users try to import the projects from self-hosted to GitLab.com the import runs for a while, but after sometime it fails with the error Error importing repository into REPO PATH - 13:CreateRepositoryFromBundle: cmd wait failed: exit status 128.
