Create ticket from a comment

Sometimes users add information in comments that should be a new ticket

When a user adds a comment on a ticket that would result in a new ticket currenbtly you would have to copy and paste that information, an activity that can be time consuming and more difficult if there are attachments.

Proposal

Add an option to create a new ticket from comments in the "more actions" icon on each comment.

What does success look like, and how can we measure that?

I can create an isse using tan existing comment as the starting text.
