Disabling Rack Attack in any way doesn't work

Summary

Cannot disable automatically blacklisting IPs

Steps to reproduce

One user makes many rapid wrong logins to the Docker Registry and triggers Rack_Attack blacklisting their IP. After disabling the rack attack from the config file, the IPs are still getting banned.

Rack Attack is active after being disabled
