Problem to solve
My instance of GL does not have external connectivity. Feature usage metrics are currently only available if the instance reports to GL proper. I want to know what features my users utilize and care less about how we stand against GitLab leaders.

I want to use the proposed functionality to create training for under utilized features to get more projects spun up on the idea of using auto devops and so on.
Proposal
Remove the require to phone home for ConvDev Index and only report feature usage per the product laid on.
What does success look like, and how can we measure that?
I can see what features are being utilized by my users, identify power projects and have them assist "not so" power projects.
