put manual job in execution queue

Problem to solve

sometime I want to trigger a manual job as soon as the previous jobs are green (eg: deploy a fix to production)

Further details

Instead of seeing the message seeing the job cannot manually run and that I have to wait, I'd like to have the option to "Run this job when possible"
