Project export failing on gitlab.com, generates lots of emails

Attempting an export of https://gitlab.com/gitlab-com/migration (for testing purposes), the export job is accepted, but fails repeatedly. Each time it fails, I get an email.

Currently GitLab.com is running GitLab Enterprise Edition 11.1.0-rc14-ee cdaf14c

@jameslopez I would suggest that we should only email the user on the final retry, rather than each retry. What do you think?
