Add permission option to disable 'Operations' menu

Problem to solve

For an organization that strictly develops shipped non-web based software, the new Operations menu tab is not only inapplicable, but is cause for confusion for our users who have no clue what Kubernetes is or why they would want to set up an environment. (All of them)

Proposal

The project settings page already exposes the ability to disable issues, wiki, snippets, etc. The ability to also set permissions for 'Operations' or disable it entirely would be a welcome addition and would simplify things for those of us not deploying web based software.

What does success look like, and how can we measure that?
