Unable to upload avatar on 2nd try without refreshing the page

Description of the problem

I'm unable to upload avatar (not using gravatar) the 2nd time I try to upload an avatar for my Profile.

Steps to reproduce this issue:

1. Go to Edit Profile page.
2. Click Choose file... button under the Upload New Avatar section.
3. Select a random image file on your local system
4. A modal will appear on the web page with the title Position and size your new avatar. Click close icon to cancel this image (assuming the user accidentally clicked the close icon).
5. Click Choose file... button again
6. Select same image file (used in step 3) from your local system

Expected behavior

After the above steps, a new modal should appear, allowing the user to edit the image and set it as the new Profile Avatar.

Actual behavior

Nothing happens after step 6. The user is unable to select any image unless they refresh the page.

System information

I was able to reproduce this issue multiple times on Google Chrome on Mac OS X

Edit: Changed steps for selecting new image to same image as issue is only reproducible if you select same image consecutively.
