Labels are too long to load from the right side bar if too many
Summary
If a project got lot of labels and try to edit an issue/MR labels from the right side bar, it's very long.
Steps to reproduce
- Create a project on gitlab
- Create lot of labels (~2000)
- Try to edit an issue or a MR labels from the right side bar
