Issue count doesn't update for project members

Summary

Issue counts don't seem to update for project members. Cannot reproduce this on my self-hosted instance running 10.8.3-ee 3e7879a

Steps to reproduce

  1. Create a new project as User A
  2. Set the visibility to Public
  3. Create an issue
  4. Observe that issue count stays at 0.
  5. As another logged in user (User B), browse to the project and observe the issue count is 1.
  6. Create a new issue as the project owner (User A), observe the count does not update. Refresh as User B, note it does.
  7. As User A invite User B to the project
  8. As User B refresh, observe the issue count drops to 0.

What is the current bug behavior?

Issue counts don't update for project members. If you invite a user to the project, their issue counts break.

What is the expected correct behavior?

All users should see correct issue counts (with exceptions for caching and confidential issues)
