Group CI/CD settings page is hidden from group maintainers

Summary

GitLab 10.8 introduced group runners (see !9646 (merged)), thank you very much for this feature.

I'm have the maintainer role (not owner) in a group and thus have access to the CI/CD settings of a group project. There, I'm invited to add group runners:

group-runners

which leads to the group CI/CD settings page and can successfully add group runners:

group-master-cicd

So far, so good.

The problem is that group maintainers don't have the group settings dropdown (as shown missing in the screenshot above, should be below "Members"). There is no other way to reach this page (endpoint /groups/GROUPNAME/-/settings/ci_cd) for maintainers.

After adding a group runner, the link disappears from the CI/CD settings of a group project:

group-runners-nolink_redacted

From this point, group maintainers there is no link to the group CI/CD settings and the URL has to be known and accessed manually.

Steps to reproduce

Be a maintainer in a group, try to find the group CI/CD settings page.

What is the expected correct behavior?

Add group settings dropdown for maintainers which links to CI/CD group settings:

group-runners-wish
