Add Web IDE commit shortcut

In the commit textarea for the web IDE we should enable cmd+enter to submit the commit. We do this in various different areas throughout GitLab & it makes submitting so much faster.

Proposal

When in the commit mode of the Web IDE, pressing Cmd+Enter should submit the commit.
