Import tab appears empty when import options are disabled by an admin

When import options are disabled by an admin, the import tab appears blank:

Based on user expectations we should either:

  • Hide the tab if no import options are available or
  • Inform the user that importing projects has been disabled

Proposal

Inform the user why there are no import options available
