Add Web IDE commits to Usage Ping
When the Web IDE becomes Generally Available, we want to be able to measure adoption across all instances, not just GitLab.com. We should add it to the Usage Ping.
Proposal
- Add the ability to store simple usage counters for features that do not create unique database records
- Add a new filed to the usage ping which contains the number of commits made using the web ide
The logging added by https://gitlab.com/gitlab-org/gitlab-ee/issues/4547 for GitLab.com can be removed
