Prompted to add a License after already adding one and commit count incorrect

After creating a new project and adding a license I am still prompted to add a license.

As described in https://gitlab.com/gitlab-org/gitlab-ce/issues/44726, the commit count is also incorrect.

Steps to reproduce

1. Create a new empty project
2. Click "Add License"
3. Select a template and commit
4. You should be redirected back to the project overview

What is the current bug behavior?

I am still prompted to add a license, but not a readme.

What is the expected correct behavior?

The prompts should be aware of the tasks I've performed and not prompt me to do the same thing repeatedly
