Add Code Search and Intelligence

Description

At the moment it is exceeding difficult to search for code at a platform level and there is no real-time support for developers to identify re-usable code within their IDEs.

Proposal

Consider integrating a service such as SourceGraph - https://about.sourcegraph.com or building a native equivalent within GitLab.
