Double scrollbars for Labels dropdown while editing/creating Issue or MR

Summary

Labels dropdown which shows up while creating/edit Issue or an MR shows double scrollbars

One way to fix it is to remove Create new label and Manage labels actions from the dropdown and put it next to dropdown container.
