Masters should be able to add users to groups

Description

People with Master permission can add users to projects inside groups, but it requires Owner permission to add users to the group itself.

Proposal

Masters should be able to add users to groups. Since the main contents of a group are the projects in that group/subgroups, Master already has the permission to do most of this feature proposal, but they can't do so conveniently.
