Wiki or Readme at Group level

Allow wikis or at least readme files at group/subgroup level

I've found myself wanting to provide some information at the group or subgroup level rather than just at the repository level. I have a group with several related repositories inside it and I would like to have a wiki page at the group level that describes coding standards, setup instructions, workflow procedures, etc.

Proposal

Add the capability to create a wiki page at the group level. If that is difficult and adding a readme is easier, then a readme would also be sufficient.
