Cannot fork public project to a private group

Summary

Attempting to fork a publicly available project from a public project to a private group will generate the following error:

Visibility level public is not allowed in a private group.

Steps to reproduce

1. Create a public project in a public group
2. Create a private group
3. Try to fork the public project to the private group

What is the current bug behavior?

Unable to fork, fails with error message

What is the expected correct behavior?

Project should be forked and set to the group's visibility level
