Add Hipchat Service Support notify options

I using this feature for a long time, but I never receive any message from notification center. I trace the source code and hipchat gem, I found current source code didn't add notify: true options to trigger hipchat client popup any message to the system.

So I hope gitlab can add options to the service config page, and let user choose tirgger popup message or not.
