Editing an issue with mobile layout leads to a 404

In 10.1, we removed the standalone edit route and form: https://gitlab.com/gitlab-org/gitlab-ce/issues/36670

However, on mobile (or when your browser is narrow enough), we didn't use the inline editor, but that form instead.

We either need to bring that form back or use inline edit on mobile.
