Tutorial for GitLab CI/CD

Problem to solve

We need to revisit our getting started flow. People starting with GitLab CI/CD have no idea how to get everything configured and currently have to Google search to eventually find the several disparate pages with the right information.

It's all there, but not put together in a way that is usable.

Proposal

Ideally, this would include everything about the GitLab scope, but if we have to make it smaller, at least do GitLab CI/CD including the runner. Also, don't assume reader knows Docker, even if they need to make use of it.
