Project template for Wiki/CMS based on Jekyll

Description

We like static site generators and think it's the future for CMS and Wikis. We should make a project template which uses Jekyll (the most popular SSG) to create a Wiki or CMS and include it as one of the New Project options. Note we already have a GitLab Pages template for Jekyll and a .gitlab-ci.yml template for Jekyll, but making it a project template will dramatically increase discovery.
