Wiki empty states
When the user isn't signed in & the wiki doesn't exist the sidebar isn't visible, however there is still some padding down the side that should only be there when the sidebar is.
Proposal
Add an empty state for when the Wiki is empty.
If user is logged out and issue tracker is public OR if the user is logged in and not a member:
If the user is logged out, [Suggest wiki improvement] would take the user to the sign in page, then to the issue tracker after logging in.
