Adding a new label to an issue board issue should not add a new list

Steps to recreate:

• Go to issues -> boards

• Click an issue card (not the link) to open the right-sidebar panel (quick info)

• Click "Edit" link next to Labels

• At the bottom of "Assign labels", click "Create new label"

• Enter a name and select a color, then click "Create"

A list should only be generated when you add a new label via the new list dropdown. If a user is adding a new label to an issue via the issue board, a new list should not be added.
