Scrollable tabs on top on Admin Jobs

Tabs on top on Admin Jobs are not scrollable at this moment.

Steps to reproduce

1. Have an access to /admin/jobs on your GitLab instance with your mobile (with 320 px or less in width) behave of an admin user.
2. Tabs on top on the page is not scrollable.
