Create new files and folders using multi-file editor

The existing web edit interface allows files and folders to be created. This capability is also required in the multi-file editor.

Proposal

Add + button beside Branch dropdown with options:

New file or directory options should open a modal.

If a file is open, the modal should be pre-filled with the path of the current file.
